Mono County Announces Transition Within Office of Emergency Management

MONO COUNTY, Calif. (December 16, 2025) – Mono County is announcing a leadership transition within its Office of Emergency Management (OEM).

Chris Mokracek, who has served as the County’s first Director of Emergency Management, has transitioned out of his role with the County. The County extends its sincere appreciation to Director Mokracek for his years of dedicated public service supporting emergency preparedness, response, and public safety.

“Chris played an important role in building and strengthening Mono County’s emergency management framework, and we are grateful for his service,” said Sandra Moberly, Mono County Administrative Officer. “His leadership, institutional knowledge, and commitment to serving our communities has better positioned us to prepare, respond, and recover from local emergencies.”

“Serving Mono County in this role has been an honor,” said Mokracek. “It was exciting to establish the Office of Emergency Management, and I am proud of the work accomplished alongside dedicated County staff, first responders, and partner agencies to strengthen emergency preparedness and resilience across our communities. I remain confident in the County’s continued commitment to public safety and effective emergency management.”

To ensure continuity of emergency management services, emergency management functions are being supported on an interim basis by the Mono County Sheriff’s Office. This transition allows the County to maintain seamless coordination and preparedness while planning for the future. Mono County will begin a robust recruitment process in 2026 to identify and appoint its next Director of the Office of Emergency Management.

Christine Bouchard, Assistant County Administrative Officer, will remain in charge of leading the County’s Pack Fire recovery operations, working closely with state and local partners to support impacted residents, businesses, and the broader community.
